跟着我国经济社会快速发展、人口持续增长和城镇化率逐步进步，城市集中供水需求逐年增大，目前的服务规模大约笼盖5亿人口。然而，饮用水源所在区域的产业、糊口和面源污染给水源环境质量带来了很大的威胁。

      《规划》对全国655个设市城市及县级政府所在地城镇4002个集中式饮用水水源地水质和环境治理状况进行了全面评估，发现饮用水水源保护工作中存在的水质达标率较低、保护区划分与治理不规范、监测及应急能力薄弱等题目。城镇集中式饮用水水源地的水质调查显示，有近1/5的水源存在污染物超标现象。而目前，饮用水水源地的环境治理还主要污染物，有毒有机污染物的监测与治理在大多数地方尚未纳入工作范围。

      《规划》提出了“以防为主、防治结合、统筹规划、综合管理、凸起重点、分步实施、立异机制、加强监管、明确职责、强化考核”的水源环境保护原则，明确了全面改善集中式气浮饮用水水源环境质量状况、晋升水源应急监测及应急供水能力，知足2020年小康社会对水源水质安全的需求等总体目标，并进一步将规划目标分解为水质、保护区划分与治理、保护区气浮设备整治、水源地监管能力共4类5项指标。

And at present, the water source of drinking water environmental governance is still limited to the main pollutants, toxic organic pollutants monitoring and management in most places have not been included in the scope of work.

"Planning" proposed "to prevent, control and overall planning, comprehensive management, bump key, step-by-step implementation, set different mechanism, strengthen supervision, clear responsibilities, strengthen examination" of the water environmental protection principle, has been clear about the overall environment quality conditions improve centralized drinking water sources, water source emergency monitoring and emergency water supply ability promotion, content of 2020 well-off society demand for water source water quality safety, etc. The overall goals, and further planning target divided into water, reserve and the supervisory ability of the water source of governance, level of reserve management, a total of four class five indicators.
